Now, heading Robbery/Homicide’s fifty-four detectives on Chicago’s north side, he wonders whose payroll His Honor, W.C. Hayes, is really on. He’s already frustrated with the seeing the hundreds of robberies, homicides, the human misery moving through a justice system that many times provides no justice to the average citizen, unless he hires an expensive and well connected attorney.

About Dale F. Shaffer
Dale F. Shaffer served as a U.S. Marine, Ohio State Trooper, and Chief of Police in Ohio and Illinois. He earned a B.S. degree in police administration, graduated from the F.B.I. National Academy, and lived over twenty years in the Chicago area. Dale has served as an expert witness, a consultant, and taught police subjects on a part-time basis.
